Biography

Tayler was born Joseph Tayler in Fort Howard, Wisconsin on February 7, 1859. He married Eleanor J. Richardson. They had one son. Tayler died on May 25, 1959.

Career

Tayler was mayor of Green Bay from 1902 to 1903. Previously, he had been treasurer of Green Bay and mayor of Fort Howard.
